Prescott Realty built the NorthRock apartments right up the street from the Lake Highlands Town Center, which they originally were developing before Cypress took over the bulk of that responsibility.

The neighborhood welcomed this development, because it replaced a cluster of defunct buildings that once were the Toscana apartments. Prescott promised a state-of-the-art complex that would offer direct access to the hike and bike trail system. Plans changed a few times since then, mostly to the liking of neighboring residents (for example, the originally proposed density was reduced). And back in July 2014, they requested rezoning that would release them from an agreement to build a hike/bike trail connection behind the property.

Most recently, right before construction launched, Prescott called it a “$45-million multifamily development which sits on 11 acres … a three-story, craftsman style building with masonry and side exteriors consisting of 362 apartment homes. Additionally, it becomes the gateway project into Lake Highlands via Northbound Skillman Street,” they noted in a press release.

Though it doesn’t yet have that direct trail connection, the property does back up to the greenbelt and White Rock Creek, and residents can access the trail nearby.

The property resides within the Lake Highlands Public Improvement District, which allows businesses to receive municipal funds for neighborhood improvement. PID director Kathy Stewart says she understands there are several interested potential buyers. We will update when the new owners are known.
