Homeowners associations (HOAs) across Lake Highlands will host neighborhood events Oct. 1 as part of National Night Out, founded 36 years ago to promote partnerships between law enforcement agencies, neighborhood watch groups, civic groups and volunteers. When caring neighbors look out for each other, he said, communities are safer and families are happier.
