One of the questions that has been raised about the Lake Highlands Town Center is what exactly its zoning designation allows. As zoning cases have come up in Lake Highlands, one of the arguments against at least a couple of them were that once the developer gets the zoning in place, he could potentially do something completely different than what was laid out in his plans: Will that mixed-use site really have yummy restaurants, or will it have liquor stores? Will the multi-family zoning mean a retirement community, or just more apartments?
