Murder suspect Cicero Leonard Louisjean, 31

Dallas Police yesterday arrested 31-year-old Cicero Leonard Louisjean — who has had many run-ins with the law — for the murder of 21-year-old Stephen Egan at an area hotel in December.

Police say Egan was shot a little before 4 a.m. Dec. 10. at the Regency Hotel at 11350 I-635/LBJ Freeway. He died later that morning at Presbyterian hospital.

Louisjean has a long rap sheet that begins with multiple drug possessions and failed drug tests while on probation and escalates to a burglary of a habitat, burglary of a business, evading arrest, family-violence assault and more. Louisejean was taken down this time by the METRO Unit of the DPD, who found him at the Budget Suites on Forest Lane off I-635.

Witnesses — there were several to the murder — told investigators that a handful of folks were crowded into room 3204 the night Egan was killed.

Some of them were high, witnesses say in an affidavit. An argument ensued over shoes or money or a combination thereof. Egan attempted to quiet the situation by standing to usher some of the group out of the room. That’s when witnesses say Louisjean shot the 21-year-old in the stomach. While most of the witnesses fled the room, at least one unnamed person stayed, applied pressure to Egan’s wound and called 911.

One witness later identified Louisjean in a line up. Louisjean is charged with murder and a judge has set a $250,000 bond.
