A 28-year-old man has been arrested in connection with a lewd act and indecent exposure in the presence of a woman and her three children. The crime and arrest both happened near the Lake Highlands area’s Skillman and Abrams.
After the suspect, Luis Esteban Garcia-Palomo, allegedly exposed and performed a lewd act on himself in front of the woman and children near the 6500 block of Abrams on Jan. 12, he followed them in his car to two other locations, which afforded the victim a chance to note the perp’s license plate number as well as get a good look at the man’s face. That would be vital to his capture, because she would later identify him in a photo line-up, notes a Dallas Police Department spokesperson.
Detectives last Friday located the suspect vehicle in a parking lot near the 6500 block of Skillman, where they were able to ask around and determine the suspect’s residence.
Police located Garcia-Palomo at his home and arrested him on a charge of Indecency With Child Exposure, which is a third degree felony. He is in the Dallas County jail on a $100,000 bond.
A similar crime involving a suspect matching Garcia-Palomo’s description occurred Jan. 14 near Roosevelt High School in Oak Cliff. Police at the time said the crimes “may or may not have” been connected. It is unclear if Garcia-Palomo is under investigation for the Oak Cliff incident, which involved a 17-year-old Roosevelt High School Student walking along 1400 Morrell.
