A woman who was arrested a couple of years ago in a bizarre kidnapping incident at NorthPark Center was arrested again this past Wednesday, in connection with a Northeast Dallas child sex trafficking case.

Michelle Jenene Tortora, 19, and Arthur Lee Waters, 30, both have been charged with compelling prostitution (child) and trafficking in persons (child) after a 15-year-old victim appeared on Backpage.com, a classified advertising vehicle that has been called a front for human trafficking.

A tipster led Dallas Police Department’s child exploitation unit and Northeast patrol officers (based at the Lake Highlands police station) to a northeast Dallas location where the victim was rescued and where Tortora and Waters were arrested, police say.

Waters and Tortora are being held on $50,000 bond in Lew Sterrit Justice Center

If Tortora’s name sounds familiar, it is because she was arrested in 2012 for carjacking and kidnapping a woman who was idling in the NorthPark Center parking lot. She reportedly committed that crime with a guy named Tommy Simmons, a man with extensive neck and face tattoos who she met at a train station upon his release from jail for an unrelated crime a day earlier.
